Increases the maximum civil penalty for Virginia Erosion and Sediment Control Program violations from $1,000 to $32,500 per violation

Raises the cap on total civil penalties for a series of violations arising from the same facts from $10,000 to $32,500

Increases the maximum civil penalty included in Department of Environmental Quality special orders from $10,000 to $32,500

Creates a lower penalty tier for smaller land-disturbing activities (10,000 square feet to less than one acre outside Chesapeake Bay Preservation Areas), capping penalties at $5,000 per violation and $50,000 for a series of related violations

Expands violations subject to civil penalties to include violations of local ordinances in addition to Board regulations, program provisions, and land-disturbance approvals
