Directs the Joint Commission on Health Care to conduct a comprehensive assessment of quality of care, resident safety, and operational practices at Virginia nursing facilities

Covers both nursing facilities licensed by the Virginia Department of Health and those certified for Medicaid or Medicare participation

Requires evaluation of staffing levels, turnover rates, agency staffing use, and the relationship between staffing and resident outcomes

Examines ownership structures, related-party transactions, management agreements, and financial practices including Medicaid reimbursement and whether payments support direct care

Mandates findings and recommendations be reported to the Governor and relevant legislative committee chairs by December 1, 2027
