Increases the maximum number of free fishing days from three to six per calendar year for both saltwater recreational fishing and inland waters fishing in Virginia

Amends § 28.2-302.5 (saltwater recreational fishing license exemptions) and § 29.1-301 (general fishing license exemptions) of the Code of Virginia

Free fishing day exemption for saltwater fishing does not apply to headboats, charterboats, or rental boats

The Board of Wildlife Resources may designate a replacement free fishing day if one is canceled due to inclement weather (inland waters only)

Makes a minor technical change updating "State of Kentucky" to "Commonwealth of Kentucky" in reciprocity provisions
