Authorizes the Commissioner of Social Services to create and enforce corrective action plans for local boards and departments that fail to administer programs in accordance with laws and regulations or take actions posing substantial risk to the health, safety, or well-being of children or adults.

Corrective action plans must include specific objectives and completion dates not exceeding 90 days, with the Commissioner providing regular updates to the Board chairman, local board chairman, and local director on progress.

Grants the Commissioner authority to temporarily assume control over all or part of a local board's operations if the board fails to comply with a corrective action plan, including utilizing Department staff or contracting with private entities to provide services.

Requires the Commissioner to provide written notice and hold a hearing upon request before implementing a corrective action plan, and to work with local boards to facilitate their resumption of control once compliance is achieved.

Updates the definition of "public assistance" to replace "food stamps" with "Supplemental Nutrition Assistance Program (SNAP)" and clarifies the definition of "social services" to include adult services under Chapter 16.
