Requires solar energy facilities with capacity of 1 megawatt or more to pay workers the prevailing wage rate for construction, alteration, or repair work, effective for contracts entered on or after July 1, 2026

Mandates that starting July 1, 2027, at least 15% of total labor hours on solar facility construction be performed by qualified apprentices participating in registered apprenticeship programs

Imposes civil penalties of $5,000 per employee (or $10,000 for intentional violations) for prevailing wage violations, and $50 per labor hour (or $500 for intentional violations) for apprenticeship requirement failures

Requires solar developers to submit annual compliance reports to the Commissioner of Labor and Industry for each solar energy facility

Exempts projects with binding construction contracts, power purchase agreements, or interconnection agreements entered into before July 1, 2026
