Reduces maximum VMI alumni members on the 17-member Board of Visitors from 12 to 8, while increasing minimum non-alumni Virginia residents from 4 to 6

Requires at least 5 board members to have United States military experience, defined as active duty, reserve, or National Guard service at senior rank (E-7 or above for enlisted, O-5 or above for officers)

Removes previous requirement that alumni members be split between 8 Virginia residents and 4 non-residents

Applies to all appointments made on or after July 1, 2026, without removing current board members solely for compliance purposes

Alumni association retains ability to submit up to three nominees for each board vacancy to the Governor
