Proposes a constitutional amendment to allow the General Assembly to redraw congressional districts outside the normal decennial redistricting cycle if another state redistricts mid-decade for reasons other than completing census-required redistricting or court-ordered remedies.

Schedules a special election on April 21, 2026, for Virginia voters to approve or reject the proposed constitutional amendment on congressional redistricting.

Appropriates $5 million from the general fund in FY2026 to the Department of Elections for special election costs, including voter education, administrative expenses, and grants to localities for absentee voting.

Limits the mid-decade redistricting authority to modifications made between January 1, 2025, and October 31, 2030, in response to another state's actions during that same period.

Establishes that any lawsuits related to constitutional amendments or elections must be filed exclusively in the Circuit Court of the City of Richmond, effective September 1, 2025.
