Expands the Motor Vehicle Transaction Recovery Fund to allow consumers to recover losses from breaches of extended service contracts on motor vehicles, in addition to existing coverage for fraud and dealer violations

Requires the breaching party to be a licensed or registered motor vehicle dealer participating in the Fund for extended service contract claims to qualify

Maintains existing claim filing requirements: claims must be submitted to the Board between 30 days and 12 months after a court judgment becomes final

Preserves the Fund's ability to pay attorney fees and court costs if supported by a detailed, itemized affidavit submitted to the trial court

Amends § 46.2-1527.3 of the Code of Virginia to add extended service contract breaches as a third category of recoverable losses
