Requires school boards to adopt policies granting unpaid educational leave for up to four years to school board employees serving as state employee association executive officers or up to two local employee association officers

Allows employee association officers on approved unpaid educational leave to purchase service credit with the Virginia Retirement System for the leave period

Amends Virginia Code §§ 22.1-296, 51.1-142.2, and 51.1-142.3 to add unpaid educational leave for association officers to the list of leave types eligible for VRS service credit purchase

Officers purchasing service credit within 24 months of returning from leave pay the approximate normal cost; those purchasing later pay the actuarial equivalent cost
