Expands the definition of "pharmacy" for insurance purposes to include physician practices, hospital outpatient infusion centers, and other clinical settings that dispense or administer medications.

Prohibits insurers and pharmacy benefits managers from requiring or incentivizing prescription drugs to be sent directly to healthcare providers, to insurer-selected pharmacies, or to patients' residences.

Protects pharmacies and dispensing practitioners from retaliation, termination, or penalties for exercising their rights under the freedom of choice provisions.

Requires insurers and PBMs to act on pharmacy requests for direct service or participating provider agreements within 60 days.

Applies these requirements across health insurers, health maintenance organizations, and preferred provider subscription contracts in Virginia.
