Extends the pilot program for energy assistance and weatherization for low-income, elderly, and disabled individuals from July 1, 2028 to July 1, 2038

Phase II Utilities (Dominion Energy) must fund $156-204 million total for the program period (2026-2038), with an annual minimum of $13 million; Phase I Utilities must fund $1-1.5 million annually

Allows recovery of tap line conversion costs up to $900,000 per mile and permits securitization of deferred fuel costs through financing orders filed by July 15, 2026

Requires prevailing wage rates and apprenticeship programs for construction of electric generation or energy storage facilities over 5 megawatts

Assigns costs for high-load customers (25+ megawatts demand, 75%+ load factor) directly to that customer class to protect other ratepayers from increases, while allowing certain manufacturing and industrial employers to opt out of this rate schedule
