Amends § 55.1-1259 of the Code of Virginia to allow localities to institute legal action on behalf of tenants for landlord violations that pose fire hazards or serious threats to life, health, or safety

Covers conditions including rodent infestation, lack of heat, hot or cold running water, electricity, or inadequate sewage disposal facilities

Requires localities to first notify the landlord (directly or through managing agent) of violations and allow reasonable time to remedy before filing suit

Limits locality enforcement to properties within their jurisdictional boundaries where landlords fail to maintain dwelling units in fit and habitable condition

Courts may enjoin landlords from continuing violations and award damages to affected tenants or occupants when finding material noncompliance
