Revises the commission's purpose from performing a "comprehensive review" to "reviewing" Virginia law to recommend ways to better reflect the government-to-government relationship between the Commonwealth and federally recognized tribes

Simplifies language describing the commission's scope, removing references to treaty obligations, sovereignty, and powers of government while maintaining focus on tribes located within Virginia's boundaries
