Establishes the Severe Maternal Morbidity Surveillance and Review Program within the Virginia Department of Health to collect and review data on severe complications during pregnancy, childbirth, and the postpartum period that do not result in death

Defines "severe maternal morbidity" as life-threatening complications or conditions requiring significant medical intervention during pregnancy, labor, delivery, or up to one year postpartum

Requires the Program to develop and maintain a public data dashboard displaying de-identified, aggregate statistics on severe maternal morbidity trends and outcomes in Virginia

Exempts case-specific information collected during severe maternal morbidity reviews from public disclosure under the Virginia Freedom of Information Act to protect patient privacy

Authorizes the Program to hold closed meetings when discussing individual severe maternal morbidity cases, consistent with existing confidentiality protections for maternal mortality and other fatality review teams
