Directs the Office of the Secretary of Public Safety and Homeland Security to convene a stakeholder work group evaluating whether to transfer oversight of the State Board of Local and Regional Jails from the Department of Corrections to another agency or independent body

Requires work group membership to include civil rights organizations, advocates for incarcerated persons and their families, formerly incarcerated persons, the Virginia Association of Regional Jails, the Virginia Sheriffs' Association, and correctional oversight experts

Mandates evaluation of oversight models including a fully autonomous ombudsman's office or integration into the Office of the Department of Corrections Ombudsman within the State Inspector General's office

Requires the work group to submit a plan, recommended timeline, and any necessary legislative proposals to specified House and Senate committees by November 1, 2026
