Repeals Virginia's existing one-handgun-per-30-days purchase limit for non-licensed firearms dealers

Eliminates the enhanced background check application process that previously allowed exceptions to purchase multiple handguns within 30 days

Removes exemptions previously granted to concealed handgun permit holders, law enforcement officers, and certain other categories for the purchase limit

Amends § 18.2-308.2:2 of the Code of Virginia while maintaining all other existing requirements for criminal history record checks, dealer obligations, and penalties for illegal firearm transfers
