Adds a definition for "designer spirit bottle" as a bottle of spirits that is considered upscale, fashionable, or in high demand and is either not readily available in government stores, available only in limited quantities for in-store purchases, or sold through the Authority's spirits lottery process

Adds a definition for "vintage spirit bottle" as a bottle of spirits with a unique size, shape, color, label, recipe, or age that renders it collectible

Amends § 4.1-100 of the Code of Virginia, which contains definitions for the alcoholic beverage control subtitle
