Authorizes the Virginia Disability Commission to appoint, employ, and remove an executive director and other staff as deemed necessary, with authority to determine duties and set salaries within appropriated amounts

Eliminates the previous staffing arrangement where administrative support was provided by the Office of the Clerk of the Senate or House of Delegates depending on where the Commission chairman served

Removes the requirement for the Division of Legislative Services to provide legal, research, and policy analysis services to the Commission

Permits the Commission to employ experts with special knowledge of issues before it

Maintains the requirement that all Commonwealth agencies provide assistance to the Commission upon request
