Mandates collection and reporting of the reason for each exit, including whether the departure was voluntary or involuntary

Continues existing requirements for school divisions to report staff vacancies and for approved education preparation programs to report program completions by endorsement area

Directs the Department of Education to establish reporting deadlines and formats, and to publish aggregated data annually on its website
