Prohibits Virginia state and local law-enforcement agencies from entering into agreements authorizing officers to perform federal immigration enforcement functions, with existing agreements required to terminate by September 1, 2026

Bars agencies from detaining individuals beyond their scheduled release date based on citizenship status or immigration detainer requests from federal authorities

Prohibits law-enforcement officers from inquiring about citizenship, immigration status, or place of birth during stops, searches, or arrests, unless the information is material to a criminal investigation

Prevents officers from transferring individuals to federal immigration authorities or assisting in federal immigration enforcement unless required by state or federal law

Creates a civil cause of action allowing individuals to sue for equitable, injunctive, or declaratory relief against those who willfully violate these provisions, and requires the Attorney General to publish guidance on implementation
