VA HB1440

Establishes "protected areas" where federal immigration enforcement is restricted, including state and locally owned hospitals, schools (preschool through higher education), Commonwealth's Attorney offices, and any other facilities designated by the Attorney General

Prohibits employees or agents of protected areas from knowingly allowing anyone into nonpublic areas for purposes of federal or out-of-state immigration enforcement operations

Bars any person from performing immigration enforcement activities (identifying, arresting, or penalizing) in protected areas without a valid judicial warrant or subpoena

Creates exceptions for compliance with valid judicial warrants and entry under exigent circumstances

Violations of the prohibitions are punishable as Class 1 misdemeanors (up to 12 months in jail and/or $2,500 fine under Virginia law)
