Prohibits Virginia law enforcement officers from assisting federal civil immigration enforcement operations unless presented with a judicial warrant or subpoena, with exceptions for criminal investigations and joint task forces

Requires any federal immigration enforcement agreements to include specific conditions: 7-day advance notice of agent names, ICE agents must be clearly identified (no "police" markings), and prohibits enforcement at schools, churches, and courthouses

Bans ICE from using surveillance technology (facial recognition, license plate readers, cell-site simulators, drones) for immigration enforcement, except when targeting individuals unlawfully present who have violent felony convictions

Mandates ICE consent to Virginia court jurisdiction for civil/criminal proceedings and requires Virginia State Police to investigate any shootings by ICE agents acting under these agreements

Existing agreements must be modified to comply by September 1, 2026, or become void; non-compliant agreements are unenforceable and subject to legal action by the Attorney General or local prosecutors
