Prohibits land application, marketing, or distribution of sewage sludge when PFOS or PFOA concentrations reach 50 micrograms per kilogram annual average on a rolling 12-month basis, requiring alternative treatment or disposal

Restricts application rates to 3 dry tons per acre when PFOS or PFOA concentrations fall between 25 and 50 micrograms per kilogram, with landowner notification required at least two weeks before application

Directs the Department of Environmental Quality to convene a work group to study PFAS reduction strategies, including source reduction, sampling programs for industrial residuals and fields, and expanded remediation options, with recommendations due by November 1, 2027

Requires permit holders to notify landowners of PFAS concentration results in a reader-friendly format at least two weeks prior to land application when concentrations exceed 25 micrograms per kilogram
