Transfers regulation of fantasy contests from Title 59.1 to Title 58.1 under Virginia Lottery oversight, repealing the existing Chapter 51 (§§ 59.1-556 through 59.1-570) and creating new Chapter 42 (§§ 58.1-4200 through 58.1-4214).

Requires fantasy contest operators to obtain licenses from the Virginia Lottery and subjects them to the same investigation and enforcement provisions as sports betting and casino gaming operators.

Deposits a portion of fantasy contest revenues into the Problem Gambling Treatment and Support Fund, adding fantasy contests to existing funding sources from sports betting and casino gaming.

Adds fantasy contest participants to the statewide voluntary exclusion program, allowing individuals to self-exclude from fantasy contests alongside lottery games, sports betting, casino gaming, charitable gaming, and horse racing.

Updates the Gaming Enforcement Coordinator's jurisdiction under the Department of State Police to include fantasy contests regulated under the new Chapter 42.
