Explicitly limits the scope of the expedited review process, clarifying it does not guarantee approval, create new entitlements, expand Medicaid benefits, alter medical necessity criteria, or create a private cause of action

Mandates annual transmission of the federal prior authorization report to the House Committees on Appropriations and Health and Human Services and the Senate Committees on Finance and Appropriations and Education and Health within 30 days of public posting

Allows the Department to include additional summary data on expedited determinations, including requests initially processed as standard that later qualified for expedited review
