Requires local and regional correctional facilities to notify U.S. Immigration and Customs Enforcement (ICE) at least 48 hours before releasing any person subject to an immigration detainer, excluding weekends and federal holidays.

Requires the Virginia Department of Corrections to provide at least 60 days' notice to ICE before releasing inmates with immigration detainers.

Mandates that release notifications include the person's full name, aliases, anticipated release date and time, charges or convictions, and last known address.

Does not require facilities to detain individuals beyond their scheduled release date under state law and does not create new legal rights or causes of action against the Commonwealth or localities.

Grants civil liability protection to sheriffs, facility administrators, and correctional employees who comply with the notification requirements in good faith.
