Allows qualified licensed mental health providers (psychiatrists, psychiatric nurse practitioners, psychologists, counselors, clinical social workers, behavior analysts, and substance abuse treatment practitioners) to bill Medicaid and private insurance for services performed by non-licensed providers under their direct supervision

Defines "qualified non-licensed providers" as individuals actively working toward licensure through internships, practicums, residencies, or supervised clinical training programs who are permitted to provide services under licensure exceptions

Requires private health insurance carriers to cover and reimburse mental health and substance abuse services provided by supervised non-licensed providers when those services would otherwise be covered if delivered by a licensed provider

Mandates that claims use the supervising licensed provider's national provider identifier with a modifier indicating the non-licensed provider's degree level

Applies to private health plans delivered or renewed on or after January 1, 2027; Medicaid provisions expire July 1, 2027 if federal approval or financial participation is not secured
