Pilot programs must include distributed energy resources totaling up to 150 megawatts across multiple geographic regions, with at least 5 megawatts dedicated to incentivizing residential battery storage purchases

Utilities must evaluate enrollment incentives, pay-for-performance compensation, increased incentives for historically economically disadvantaged communities, and operational parameters including maximum grid events and opt-out conditions

Utilities must petition for a program tariff by June 15, 2028, allowing residential and commercial customers to enroll directly or through third-party aggregators

Pilot programs conclude by February 1, 2030, after which the Commission will evaluate effectiveness and establish permanent programs with procurement targets and performance metrics
