Updates the accreditation requirement for background check providers from the "National Association of Professional Background Screeners" to the "Professional Background Screening Association"

Mandates background checks before authorizing drivers and at least every two years thereafter, including searches of the Multi-State Criminal Records Database, Sex Offender Registry, and National Sex Offender Public Website

Disqualifies individuals from becoming TNC partners if they have violent felony convictions (lifetime ban), other felonies or DUI offenses within seven years, or multiple moving violations within three years

Requires TNCs to maintain a zero-tolerance drug and alcohol policy and provide written disclosures to drivers about insurance coverage, liability limits, and lienholder notification requirements
