Permits amplified sound during daytime student assemblies in outdoor areas not adjacent to academic buildings, though volume restrictions may still apply

Limits retention of disciplinary records related to assembly participation to one year maximum in student, faculty, or staff files

Mandates institutions report to the Governor and legislative committees within 45 days any instance where student speech or assembly is restricted, including justification for the restriction
