Authorizes law-enforcement civilian oversight bodies established under § 9.1-601 to hold closed meetings when discussing criminal investigative files, audit findings, and deliberations regarding police operations related to specific complaints before the body.

Permits disclosure of law-enforcement personnel records to civilian oversight bodies, including records related to personnel actions such as hiring, firing, compensation, promotion, demotion, discipline, resignation, and retirement.

Allows civilian oversight bodies to receive juvenile records when such disclosure is necessary for conducting their authorized oversight functions.

Requires that any records disclosed to civilian oversight bodies retain their confidential status and remain exempt from public disclosure under the Freedom of Information Act.

Amends multiple sections of the Virginia Code (§§ 2.2-3711, 16.1-301, and 19.2-11.2) to establish these disclosure permissions and closed meeting authorizations, with provisions effective July 1, 2026.
