Amends the City of Norfolk's charter (originally established in 1918) to add new powers related to zoning enforcement for nonconforming properties

Grants the city authority to require properties with substantial negative impacts on public health, safety, and welfare to conform to zoning district regulations within a specified timeframe

The conformity period must be at least two years and would be established by ordinance, including zoning ordinances

Applies to land, buildings, structures, and uses that do not currently conform to their zoning district's regulations and restrictions

Reorganizes existing charter language regarding voluntary design guidelines for residential construction into a numbered subsection (28), with the new zoning conformity power as subsection (29)
