VA HB1483

Requires Virginia localities with populations of 400,000 or greater to elect governing body members from single-member districts for municipal elections held after July 1, 2026

Allows the governing body's presiding officer (such as a mayor) to still be elected at-large even under the new single-member district requirement

Amends Virginia Code § 24.2-304.1, which currently allows localities flexibility to choose at-large, single-member, multi-member, or hybrid election systems

Maintains existing requirements that districts must be contiguous, compact, and reapportioned every 10 years following the decennial census to ensure proportional representation by population
