Requires the State Corporation Commission to prioritize routes for new 500-kilovolt or higher overhead transmission lines built by Phase II utilities that keep the corridor center more than 150 feet from dwelling houses, schools, daycares, and places of worship, unless no other practicable alternative exists

Expands siting requirements for transmission lines of 138 kilovolts or more to include minimizing adverse impacts on dwelling houses, in addition to existing protections for scenic assets, historic resources, cultural resources, and the environment

Mandates that utilities summarize their efforts to avoid or minimize adverse impacts on dwelling houses when applying for Commission approval of transmission line corridors or routes

Applies specifically to Phase II Utilities as defined in Virginia Code § 56-585.1, which includes Dominion Energy Virginia
