Establishes the Virginia Interagency Council on Homelessness as a policy council in the executive branch to create a coordinated statewide framework for preventing and ending homelessness

Council membership ranges from 25-35 members, including 4 House delegates, 2 Senators, 11 ex officio agency heads, at least 4 Continuum of Care representatives, at least 3 Virginia-recognized Indian tribe representatives, and at least 8 individuals with lived experience of homelessness

Requires the Council to develop and submit a statewide plan to prevent and reduce homelessness by July 1, 2027, with annual progress reports beginning July 1, 2028

Creates a State Homelessness Coordinator position within the Department of Housing and Community Development to coordinate Council activities and oversee statewide plan development

Council must meet quarterly and submit annual electronic reports by October 1 detailing activities, recommendations, measurable outcomes, and an accounting of state resources aligned with the plan
