Requires the Virginia State Police to investigate serious violent incidents that result in the death of an inmate or officer in state correctional facilities

Amends § 53.1-10 of the Code of Virginia regarding the powers and duties of the Director of the Department of Corrections

Mandates a written agreement between the Department of Corrections and the Department of State Police designating investigative responsibilities for fatal incidents

Removes a House amendment provision that would have also required State Police to investigate alleged or suspected incidents of inmate suicide

Maintains the Department of Corrections' authority to investigate other criminal behavior allegations through employees with internal investigations authority
