Expands the Uniform Statewide Building Code to explicitly supersede local ordinances in addition to building codes and regulations of counties, municipalities, and other political subdivisions

Requires the Board of Housing and Community Development, in consultation with the Department of Professional and Occupational Regulation, to establish a training program for local plan reviewers and inspectors to ensure uniform enforcement across Virginia

Creates a formal petition process for localities to request exceptions from Building Code provisions through the State Building Code Technical Review Board, which must act within 90 days and can only approve exceptions meeting specific criteria including documented unique local conditions (such as radon or seismic risk)

Mandates that Review Board interpretations of the Building Code apply statewide and take precedence over any conflicting local interpretations

Requires the Review Board to report annually to the General Assembly by November 1 on petitions received, their disposition, technical findings, and cost and safety impacts of approved exceptions
