Imposes a temporary moratorium preventing Virginia localities from granting final approval for rezoning, special exceptions, special use permits, site plans, or development plans for new data centers

Moratorium remains in effect until either all pending data center requests for interconnection to electric utility distribution service are fulfilled, or July 1, 2028, whichever comes first

Defines "data center" by reference to existing Virginia tax code (§ 58.1-3506, subdivision A 43)
