Expands the authority of court-appointed estate administrators to include property damage claims, in addition to existing authority for personal injury and wrongful death cases

Allows administrators to be appointed when civil actions for property damage arising in Virginia are contemplated against or on behalf of a deceased person's estate

Clarifies that administrators appointed under this section may both prosecute and defend actions (previous language only referenced prosecution)

Requires at least 60 days to have elapsed since the decedent's death with no executor or administrator previously appointed before this type of appointment can occur

Amends Virginia Code § 64.2-454, which governs administrator appointments for estates of resident or nonresident decedents
