Prohibits carrying assault firearms in all public areas statewide, including streets, sidewalks, public rights-of-way, parks, and any place open to the public

Expands the definition of prohibited firearms to include semi-automatic center-fire rifles and pistols with fixed magazines over 15 rounds, and semi-automatic rifles with detachable magazines plus features like folding stocks, pistol grips, threaded barrels, or grenade launchers

Bans carrying semi-automatic shotguns with folding stocks, pistol grips, detachable magazines, or fixed magazine capacity over 15 rounds, as well as shotguns with revolving cylinders and firearms accepting belt ammunition feeding devices

Exempts law enforcement officers, licensed security guards on duty, military personnel on duty, recognized college cadet corps members in training or ceremonies, and persons engaged in lawful hunting or shooting at established ranges

Removes the previous exemption for concealed handgun permit holders and expands the ban from specific cities and counties to all of Virginia; violations remain a Class 1 misdemeanor
