Prohibits individuals under 18 from possessing or transporting handguns or assault firearms anywhere in Virginia, classified as a Class 1 misdemeanor

Creates new restriction prohibiting anyone under 21 from purchasing handguns or assault firearms in the Commonwealth

Defines "assault firearm" as semi-automatic centerfire rifles or handguns with magazines holding more than 20 rounds, silencer-ready designs, or folding stocks, plus shotguns with magazines exceeding 7 rounds

Establishes exceptions for minors when on family property with parental consent, when accompanied by an adult at shooting ranges or while hunting, and for military/law enforcement personnel

Adds exemptions for college ROTC cadets and Corps of Cadets members during official activities, as well as Virginia State Police academy participants
