Authorizes the Tax Commissioner to share taxpayer information with the Virginia Health Benefit Exchange for identifying individuals who meet eligibility requirements for medical assistance (Medicaid) and wish to enroll, in addition to existing authority for qualified health plan enrollment

Permits the Virginia Health Benefit Exchange to divulge taxpayer information received from the Tax Commissioner to the Department of Medical Assistance Services and Department of Social Services to facilitate medical assistance enrollments and applications

Consolidates and streamlines individual income tax return forms by replacing multiple separate checkoff boxes for different agencies with a single consent mechanism for sharing tax information with the Virginia Health Benefit Exchange, Department of Social Services, and Department of Medical Assistance Services

Amends §§ 2.2-3803, 58.1-3, and 58.1-341.1 of the Code of Virginia to reorganize existing information-sharing provisions from Roman numeral format to numbered subdivisions for clarity

Applies to taxable years beginning on and after January 1, 2023, allowing taxpayers to voluntarily provide date of birth, email address, dependent information, and preferred contact method for eligibility determinations
