Defines "high energy use facility" (HEUF) as any proposed facility requiring 100 megawatts or more of electrical power from a retail electric utility

Requires localities to mandate site assessments examining sound profiles affecting residential units and schools within 500 feet of HEUF property boundaries before approving rezoning, special exception, or special use permit applications

Permits localities to additionally require assessments of impacts on ground and surface water, agricultural resources, parks, registered historic sites, and forestland on or immediately adjacent to the site

Restricts HEUF siting to parcels zoned or used for industrial purposes, with exceptions for new facilities that are part of larger adjacent developments with shared-energy connection agreements

Applies to land use applications submitted on or after January 1, 2027, in localities with adopted zoning ordinances, and exempts expansions of existing facilities that add less than 100 megawatts
