Amends Virginia Code § 16.1-228 to expand the definition of "abused or neglected child" under the Juvenile and Domestic Relations District Court Law

Adds a new category (subdivision 8) defining child abuse or neglect to include cases where parents or other persons responsible for the child's care attempt to transition the child to a sex or gender inconsistent with the child's biological sex

Places gender transition efforts by parents or caregivers on the same legal footing as other forms of child abuse and neglect, including physical injury, abandonment, sexual exploitation, and trafficking

Would enable juvenile and domestic relations courts to intervene in cases involving gender transition of minors under existing child protective services frameworks
