Authorizes internet gaming in Virginia, allowing casino gaming operators licensed in eligible host cities to obtain internet gaming operator licenses for an initial fee of $500,000 and renewal fee of $250,000 every five years

Permits each internet gaming operator to offer up to three internet gaming platforms (or four if partnering with a qualified entertainment company), with platform provider licenses costing $2 million initially and $1 million per platform for renewal

Requires internet gaming operators to verify players are 21 or older and physically located in Virginia, implement fraud and money laundering detection systems, and use geolocation technology

Mandates that at least 25% of promotional free play spending be redeemable either through the internet platform or at the associated physical casino establishment

Requires casino operators applying for internet gaming licenses to submit and maintain public plans for mitigating gaming industry job losses, including employee retraining strategies
