Authorizes Virginia localities to provide homeownership grants to employees of the locality, school board, and constitutional officers for purchasing primary residences within the locality

Removes the previous $25,000 cap on individual and lifetime cumulative grants, allowing localities to set their own grant amounts

Eliminates the requirement that grants comply with Virginia Housing and Development Authority regional sales price and household income limitations

Permits localities to offer residential housing assistance grants to school division personnel without the former dollar limits

Allows localities to enter into public-private partnerships to provide affordable workforce housing alternatives for school employees
