Reduces the statute of limitations for collecting court fines and penalties from 60 years (circuit court) or 30 years (district court) to a uniform 10 years from the date of judgment

Prohibits any action to collect fines, costs, or penalties after the 10-year limitations period expires, and prevents the period from being extended or revived by partial payments, verbal or written affirmations, or changes in collection methods

Extends the delinquency reporting threshold from 90 days to 180 days before clerks must report unsatisfied fines and before collection activity may commence

Requires courts to enter defendants sentenced to active incarceration into deferred payment agreements, with payment due no earlier than 180 days after their scheduled release

Prohibits collection activity, including referral to collection agencies or the Department of Taxation, while a defendant is incarcerated and subject to a deferred payment agreement
