Amends Virginia Code § 15.2-106 to allow localities to charge a fee up to $50 for any payment order, including electronic payment orders, that is returned without payment for any reason

Expands the scope beyond traditional checks and drafts to explicitly cover electronic payment orders tendered for taxes or other sums due to localities

Simplifies the language by removing the specific enumeration of return reasons (insufficient funds, closed account, bad faith stop-payment orders) and replacing with general "returned without payment" standard

Creates an exception prohibiting the fee for electronic payment orders returned due to non-matching account information, but only if the taxpayer has had no other dishonored electronic payments in the preceding 12 months
