Directs the Virginia Department of Education to assess the feasibility of a program allowing certified nonprofit "student support agencies" to provide services to public school students through memoranda of understanding with school boards

Student support programs would include housing stabilization, case management, tutoring, youth mentoring, and summer enrichment services for at-risk students

Assessment must evaluate certification processes for nonprofits, compliance monitoring mechanisms, penalties for noncompliance, and data privacy procedures including secure disposal of student information

Department must consider required components for agreements including nonprofit documentation, program descriptions, background check policies, mandated reporting procedures, and parental consent forms

Report with findings and cost estimates due to Senate and House education and appropriations committees by November 1, 2026
