Establishes the Virginia Fleet Modernization Advisory Council as an executive branch advisory body to coordinate cost-effective, resilient, and decarbonization-aligned strategies for modernizing public and private vehicle fleets of 10 or more vehicles

Council consists of 17 members: 15 nonlegislative citizen members appointed by the Governor, Speaker of the House, and Senate Committee on Rules, plus the Director of the Department of General Services and Commissioner of Highways as ex officio voting members

Requires development of a Statewide Strategic Fleet Modernization Plan addressing zero-emission vehicle adoption, infrastructure planning, lifecycle cost modeling, emerging technologies including autonomous vehicles, and strategies to support local governments through cooperative procurement

Council must meet quarterly, may hold up to four public stakeholder hearings annually, and submit an annual report to the Governor and General Assembly; all recommendations are non-binding and private sector participation is voluntary

Department of Transportation provides staff support and member compensation; the Council sunsets on July 1, 2031
